SYNOPSIS AS INTRODUCED:

Amends the Illinois Local Library Act and the School Code. Provides that the written policy established by a board of library trustees for the selection of library materials and the use of library materials and facilities shall include an Internet use policy, which must be filed with the Secretary of State. Requires each school board to adopt an Internet use policy, which must be filed with the State Board of Education. Provides that an Internet use policy shall require (i) filtering technology on all library or school computers that blocks Internet materials that are harmful to minors, including without limitation obscene or sexually explicit matter; (ii) disciplinary measures for violators; and (iii) a component of Internet safety to be integrated into a library's or school's technology programming.

AN ACT concerning Internet use policies.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Local Library Act is amended by changing Section 4-7.2 as follows:

(75 ILCS 5/4-7.2) (from Ch. 81, par. 4-7.2)

Sec. 4-7.2. The board of library trustees shall establish, and review at least biennially, a written policy for the selection of library materials and the use of library materials and facilities. No employee may be disciplined or dismissed for the selection of library materials when the selection is made in good faith and in accordance with the written policy required to be established pursuant to this Section. The written policy shall include an Internet use policy, which must be filed with the Secretary of State. The Internet use policy shall require (i) filtering technology on all library computers that blocks Internet materials that are harmful to minors, including without limitation obscene or sexually explicit matter; (ii) disciplinary measures for violators; and (iii) a component of Internet safety to be integrated into a library's technology programming.

Section 10. The School Code is amended by adding Sections 10-20.53 and 34-18.45 as follows:

Sec. 10-20.53. Internet use policy. Each school board shall adopt an Internet use policy, which must be filed with the State Board of Education. The Internet use policy shall require (i) filtering technology on all school computers that blocks Internet materials that are harmful to minors, including without limitation obscene or sexually explicit matter; (ii) disciplinary measures for violators; and (iii) a component of Internet safety to be integrated into a school's technology programming.

Sec. 34-18.45. Internet use policy. The board shall adopt an Internet use policy, which must be filed with the State Board of Education. The Internet use policy shall require (i) filtering technology on all school computers that blocks Internet materials that are harmful to minors, including without limitation obscene or sexually explicit matter; (ii) disciplinary measures for violators; and (iii) a component of Internet safety to be integrated into a school's technology programming.
