Amends the Counties Code. Requires the county board chairman in every county with a population of less than 3,000,000 to appoint, no later that December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if the county has established a county health department, but no mental health program has been approved as provided under the Act. Amends the Community Mental Health Act. Requires the county board chairman in every county with a population of less than 3,000,000, or the township supervisor of a township located in a county with a population of 3,000,000 or more, to appoint, no later that December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if no community mental health board has been established in the county or township as provided under the Act. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:
|
4 | | Section 5. The Counties Code is amended by adding Section |
5 | | 5-25027 as follows: |
6 | | (55 ILCS 5/5-25027 new) |
7 | | Sec. 5-25027. Advisory committee. |
8 | | (a) No later than December 31, 2011, the county board |
9 | | chairman in every county with a population of less than |
10 | | 3,000,000 shall appoint a volunteer 7 member mental health |
11 | | advisory committee composed of members of the general public, |
12 | | if the county has established a county health department |
13 | | pursuant to this Act, but no mental health program has been |
14 | | approved by the county health department as provided in Section |
15 | | 5-25025 of this Act. |
16 | | (b) The mental health advisory committee shall identify and |
17 | | assess current mental health services in its respective |
18 | | jurisdiction, monitor any expansion or contraction of such |
19 | | services, and, if deemed necessary, provide a report to the |
20 | | county board with recommendations for additional services. |
21 | | (c) The mental health advisory committee shall have no |
22 | | taxing authority. |
23 | | (d) This Section is repealed on December 31, 2018. |
