1 | | policies that protect the privacy or civil liberties and rights |
2 | | of the general public, (B) minimal retention policies, (C) |
3 | | editing policies, (D) policies that address the sharing of data |
4 | | with other public and private entities, and (E) policies that |
5 | | restrict public access to data based upon a potential security |
6 | | compromise. |
7 | | (c) By July 1, 2013 and each July 1 thereafter, the |
8 | | following information must be posted on the Authority's |
9 | | official Internet website for the prior calendar year: (i) all |
10 | | documents provided by an agency under subsection (b) and (ii) a |
11 | | list of agencies that own or have access to cameras and the |
12 | | number of cameras that each agency owns or has access to. |
13 | | (d) This Section does not require an agency to disclose the |
14 | | location of any camera. |
15 | | (e) For the purposes of this Section, "access" means |
16 | | real-time access to images from a camera. |
17 | | For the purposes of this Section, "agency" means the |
18 | | following: (i) State agencies including all officers, boards, |
19 | | commissions, agencies, departments, committees, and |
20 | | authorities created by the Constitution, whether in the |
21 | | executive or legislative branch; (ii) municipalities and any |
22 | | other unit of local government; (iii) public institutions of |
23 | | higher learning as defined in Section 2 of the Higher Education |
24 | | Cooperation Act; (iv) school districts and public schools of |
25 | | this State including special charter districts, Department of |
26 | | Juvenile Justice School Districts, laboratory schools operated |

1 | | by the governing board of a public university, and alternative |
2 | | schools operated by a regional superintendent of schools; (v) |
3 | | boards of election commissioners; (vi) bodies politic and |
4 | | corporate of the State; (vii) administrative units or corporate |
5 | | outgrowths of State government created by or pursuant to |
6 | | statute; and (viii) all administrative units and corporate |
7 | | outgrowths of the entities described in this definition and as |
8 | | may be created by executive order of the Governor. |
9 | | For the purposes of this Section, "camera" means any video |
10 | | surveillance camera that is located outdoors or within a public |
11 | | transit system. The term does not include a camera used |
12 | | principally to enforce traffic laws or to provide vehicle |
13 | | detection for traffic control devices or systems. ".
