1 | | AN ACT concerning finance.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Agricultural Fair Act is amended by changing |
5 | | Section 14 as follows:
|

7 | | Sec. 14. 4-H. |
8 | | (a) University of Illinois extension units that conduct at |
9 | | least
one show
or exhibition of the eligible members' project |
10 | | work approved by the State 4-H Office and that pay premium |
11 | | moneys promptly
in
cash , including $800 maximum in judges' |
12 | | fees,
shall be eligible to participate in an
appropriation made |
13 | | for this purpose by the General Assembly. As directed by the |
14 | | University, each county's extension leader shall report to the |
15 | | State 4-H Office the eligible number of members participating |
16 | | in the 4-H year. The University shall then file with the Bureau |
17 | | of County Fairs and Horse Racing an Accountability for |
18 | | Agricultural Premiums report certifying the number of eligible |
19 | | 4-H members. All appropriated moneys are to be fully expended |
20 | | as specified (see Part 260 Fairs Operating Under the |
21 | | Agricultural Fair Act Sec. 260.305). If moneys are not fully |
22 | | expended, they shall be returned to the Illinois Department of |
23 | | Agriculture, Bureau of County Fairs and Horse Racing. The

1 | | provisions of this Section shall not apply to more than one |
2 | | show or
exhibition per calendar year of any one class or type |
3 | | of project work. Based on each year's specified appropriation |
4 | | and as determined by the Department, the county or extension |
5 | | unit
shall participate at a rate predetermined by the Bureau
|
6 | | per eligible member for the year as recorded in the State 4-H
|
7 | | Office. |
8 | | (b) Premium payments. The extension leader of each county |
9 | | or unit shall certify to the State 4-H Officer under oath on a |
10 | | form furnished by the Department the projected amount to be |
11 | | paid out in premiums per exhibitor at the show or exhibition |
12 | | for the current fair season and the name of the officer or |
13 | | organization making those projections. The certification shall |
14 | | be based upon the certified number of eligible 4-H members from |
15 | | the previous 4-H year, reported to the Department as of |
16 | | December 31 of that year. Upon receipt of the certification the |
17 | | Department shall make payment to the officer or organization in |
18 | | accordance with the provisions of this Section.

19 | | (c) Reimbursement for judges' fees and ribbons. The |
20 | | extension leader of each county
or unit shall certify to the |
21 | | State
4-H Officer under oath on a form furnished by the
|
22 | | Department the amount paid out in premiums, judges' fees , and |
23 | | ribbons at the show or exhibition for the
current fair season |
24 | | year and the name of the officer or organization making the
|
25 | | payments and the number of eligible
members for the current |
26 | | year . This
certification shall be accompanied by itemized |
|

1 | | receipts as evidence of
the certified amounts, and it must be |
2 | | filed with the Department before
December 31 of each year. Upon |
3 | | receipt of the certification the
Department shall reimburse the |
4 | | officer or organization making the
payments in accordance with |
5 | | the provisions of this Section. |
6 | | (d) Subject to continued appropriation and availability of |
7 | | cash. All extension publications stating that cash premiums |
8 | | will be awarded shall recite that awards are subject to |
9 | | modification or cancellation in any year for which the General |
10 | | Assembly fails to make an appropriation to fund the premiums.

12 | | Section 99. Effective date. This Act takes effect upon |
13 | | becoming law.
