Amends the Community Services Act. Provides that whenever a State mental health facility or a State developmental disabilities facility operated by the Department of Human Services is scheduled to have or has a reduction in the number of individuals receiving care in an amount equal to or greater than 10% of the facility's prior highest population during the preceding 12-month period, the Department shall file a report with the General Assembly specifying certain information, including the anticipated new venues for care by venue category, in the aggregate, for the individuals no longer receiving care in the facility and the estimated corresponding changes in appropriation level necessary for the facility reducing population. Contains provisions concerning reporting requirements and the transfer of funds. Effective July 1, 2011.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Community Services Act is amended by adding |
5 | | Section 4.6a as follows: |
6 | | (405 ILCS 30/4.6a new) |
7 | | Sec. 4.6a. Reduction in patient population in State mental |
8 | | health or developmental disabilities facility. |
9 | | Whenever a State mental health facility or a State |
10 | | developmental disabilities facility operated by the Department |
11 | | of Human Services is scheduled to have or has a reduction in |
12 | | the number of individuals receiving care in an amount equal to |
13 | | or greater than 10% of the facility's prior highest population |
14 | | during the preceding 12-month period, the Department of Human |
15 | | Services shall file a report with the General Assembly |
16 | | specifying the: |
17 | | (1) Total change in resident population for the |
18 | | facility. |
19 | | (2) Anticipated new venues for care by venue category, |
20 | | in the aggregate, for the individuals no longer receiving |
21 | | care in the facility. |
22 | | (3) Estimated corresponding changes in appropriation |
