| | Creates the 72-Hour Budget Review Act. Sets forth time requirements for which certain appropriation or revenue legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | 72-Hour Budget Review Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Appropriation related bill" means any bill authorizing an |
8 | | appropriation of funds for State operating, capital, or |
9 | | transportation expenses. |
10 | | "Revenue related bill" means any bill that raises revenue |
11 | | for operating, capital, or transportation expenses. |
12 | | "Amendment" means any proposed change to a bill. |
13 | | "Striking amendment" means any amendment removing and |
14 | | replacing everything after the enacting clause of a bill. |
15 | | "Publicly available" means available for viewing on the |
16 | | General Assembly's Internet website and published in a bill |
17 | | report, committee report, or conference-committee report. |
18 | | Section 10. Hearing or votes prohibited for 72 hours. A |
19 | | hearing or vote on any appropriation bill or revenue bill is |
20 | | prohibited for at least 72 hours after the bill is made |
21 | | publicly available. This 72-hour period excludes Saturdays, |
22 | | Sundays, and holidays unless the chamber considering the bill |
