Amends the State Finance Act. Creates the Crime Stoppers Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be used by the Illinois State Police to make grants to Crime Stoppers programs. Amends the Illinois Income Tax Act to create a tax checkoff for the Crime Stoppers Fund. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Sections 5.786 and 6z-76 as follows: |

7 | | Sec. 5.786. The Crime Stoppers Fund. |

9 | | Sec. 6z-76. Crime Stoppers Fund. The Crime Stoppers Fund is |
10 | | created as a special fund in the State treasury. Subject to |
11 | | appropriation, the Fund shall be used by the Illinois State |
12 | | Police to make grants to Crime Stoppers programs in Illinois. |
13 | | Grant moneys may be used only for cash rewards for information |
14 | | that leads to arrests. |
15 | | Section 10. The Illinois Income Tax Act is amended by |
16 | | adding Section 507YY as follows: |

18 | | Sec. 507YY. Crime Stoppers checkoff. For taxable years |
19 | | ending on or after December 31, 2011, the Department shall |
20 | | print, on its standard individual income tax form, a provision |
