1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Commission to End the Disparities Facing the African-American | ||||||
6 | Community Act.
| ||||||
7 | Section 5. Commission; creation; members. | ||||||
8 | (a) There is created a Commission to End the Disparities | ||||||
9 | Facing the African-American Community, to consist of
24 members | ||||||
10 | as follows: | ||||||
11 | (1) 6 members appointed by the Governor as follows: (i) | ||||||
12 | 2 members must be educators, (ii) 2 members must be | ||||||
13 | healthcare service providers, and (iii) 2 members must be | ||||||
14 | business persons; | ||||||
15 | (2) 6 members appointed by the President of the
Senate | ||||||
16 | as follows: (i) 2 members must be educators, (ii) 2 members | ||||||
17 | must be healthcare service providers, and (iii) 2 members | ||||||
18 | must be business persons; | ||||||
19 | (3) 3 members appointed by the Senate Minority Leader | ||||||
20 | as follows: (i) one member must be an educator, (ii) one | ||||||
21 | member must be a healthcare service provider, and (iii) one | ||||||
22 | member must be a business person; | ||||||
23 | (4) 6 members appointed by the Speaker of the House as |

1 | follows: (i) 2 members must be educators, (ii) 2 members | ||||||
2 | must be healthcare service providers, and (iii) 2 members | ||||||
3 | must be business persons; and | ||||||
4 | (5) 3 members appointed by the House Minority Leader as | ||||||
5 | follows: (i) one member must be an educator, (ii) one | ||||||
6 | member must be a healthcare service provider, and (iii) one | ||||||
7 | member must be a business person. | ||||||
8 | (b) The members of the Commission shall elect one member to | ||||||
9 | serve as the chair of the Commission. | ||||||
10 | (c) Members shall serve for 2-year terms. | ||||||
11 | (d) Vacancies shall be filled in the same manner as | ||||||
12 | appointments.

13 | Section 10. Study; recommendations; report. The | ||||||
14 | Commission must:
| ||||||
15 | (1) Research the disparities facing African-Americans in | ||||||
16 | the areas of education, healthcare, healthcare services, and | ||||||
17 | employment.
| ||||||
18 | (2) Prepare and submit a report to the Governor and the | ||||||
19 | General Assembly by January 1, 2013 and each January 1 | ||||||
20 | thereafter, setting forth specific recommendations for | ||||||
21 | legislation to end the disparities facing African-Americans in | ||||||
22 | the areas of education, healthcare, healthcare services, and | ||||||
23 | employment.

24 | Section 15. Meetings; officers. The members of the |

1 | Commission shall meet and
the Commission
shall be organized | ||||||
2 | within 30 days after the effective date of this
Act. The
| ||||||
3 | Commission may adopt its own rules of procedure.
| ||||||
4 | Section 20. Compensation; expenses. The members of the | ||||||
5 | Commission shall
serve without compensation, but may be | ||||||
6 | reimbursed for actual and necessary expenses incurred in the | ||||||
7 | performance of their official duties as members of the | ||||||
8 | Commission.

9 | Section 25. Administrative support. The Department of | ||||||
10 | Human Services shall provide administrative and other support | ||||||
11 | to the Commission.
| ||||||
12 | Section 99. Effective date. This Act takes effect upon | ||||||
13 | becoming law.
