| Amends the State Employees Group Insurance Act of 1971, the Illinois Pension Code, the Metropolitan Transit Authority Act, and the Regional Transportation Authority Act. Beginning on the effective date of the amendatory Act, eliminates compensation and pension and group insurance benefits for members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, and Chicago Transit Authority Board. Effective immediately.

4 | | Section 5. The State Employees Group Insurance Act of 1971 |
5 | | is amended by adding Sections 2.5, 2.6, 2.7, and 2.8 as |

10 | | amended by changing Sections 19 and 22 as follows:

12 | | Sec. 19. Compensation; pension; benefits. |
13 | | (a) The governing and administrative body of the Authority |
14 | | shall be a
board consisting of seven members, to be known as |
15 | | Chicago Transit Board.
Members of the Board shall be residents |
16 | | of the metropolitan area and persons of
recognized business |
17 | | ability. No member of the Board of the
Authority shall hold any |
18 | | other office or employment under the Federal,
State or any |
19 | | County or any municipal government except an honorary office
|
20 | | without compensation or an office in the National Guard. No |
21 | | employee of
the Authority shall hold any other office or |
22 | | employment under the Federal,
State or any County or any |
23 | | municipal government except an office with
compensation not |

1 | | exceeding $15,000 annually or a position in the National
Guard |
2 | | or the United States military reserves. Provided, however,

3 | | the Chairman may be a member of the Board of the Regional |

5 | | the Authority shall have any private financial
interest, profit |
6 | | or benefit in any contract, work or business of the
Authority |
7 | | nor in the sale or lease of any property to or from the
|
8 | | Authority. |
9 | | (b) Until the effective date of this amendatory Act of the |
10 | | 97th General Assembly, the The salary of each member of the |
11 | | initial Board shall be
$15,000.00 per annum, and such salary |
12 | | shall not be increased or diminished
during his or her term of |
13 | | office. The salaries of successor members of the
Board shall be |
14 | | fixed by the Board and shall not be increased or diminished
|
15 | | during their respective terms of office. No Board member shall |
16 | | be allowed
any fees, perquisites or emoluments, reward or |
17 | | compensation for his or her
services as a member or officer of |
18 | | the Authority aside from his or her
salary or pension, but he |
19 | | or she shall be reimbursed for actual expenses
incurred by him |
20 | | or her in the performance of his or her duties. |
21 | | (c) On and after the effective date of this amendatory Act |
22 | | of the 97th General Assembly, members of the Board shall |
23 | | receive no annual salary or other compensation for their |
24 | | service in office, except that each member shall be reimbursed |
25 | | for actual expenses incurred in the performance of his or her |
26 | | duties.

7 | | obligated for such a retirement system or pension fund credit. |
8 | | Beginning on the effective date of this amendatory Act of the |
9 | | 97th General Assembly, the chairman or any other member of the |
10 | | Board shall receive no financial benefit or perquisite for his |
11 | | or her service in such office, including without limitation |
12 | | participation in a program of life or health insurance. |

16 | | possible after the appointment of the initial
