    Amends the State Employees Group Insurance Act of 1971, the Illinois Pension Code, the Metropolitan Transit Authority Act, and the Regional Transportation Authority Act. Beginning on the effective date of the amendatory Act, eliminates compensation and pension and group insurance benefits for members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, and Chicago Transit Authority Board. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Employees Group Insurance Act of 1971
5is amended by adding Sections 2.5, 2.6, 2.7, and 2.8 as
6follows:
 
7    (5 ILCS 375/2.5 new)
8    Sec. 2.5. Application to Regional Transportation Authority
9Board members. On and after the effective date of this
10amendatory Act of the 97th General Assembly, this Act does not
11apply to any member of the Regional Transportation Authority
12Board.

14    Sec. 2.6. Application to Suburban Bus Board members. On and
15after the effective date of this amendatory Act of the 97th
16General Assembly, this Act does not apply to any member of the
17Suburban Bus Board.

8Sections 22-105, 22-106, 22-107, and 22-108 as follows:

5    Sec. 22-108. Application to Chicago Transit Authority
6Board members. On and after the effective date of this
7amendatory Act of the 97th General Assembly, this Code does not
8apply to any member of the Chicago Transit Authority Board.
 
9    Section 15. The Metropolitan Transit Authority Act is
10amended by changing Sections 19 and 22 as follows:

12    Sec. 19. Compensation; pension; benefits.
13    (a) The governing and administrative body of the Authority
14shall be a board consisting of seven members, to be known as
15Chicago Transit Board. Members of the Board shall be residents
16of the metropolitan area and persons of recognized business
17ability. No member of the Board of the Authority shall hold any
18other office or employment under the Federal, State or any
19County or any municipal government except an honorary office
20without compensation or an office in the National Guard. No
21employee of the Authority shall hold any other office or
22employment under the Federal, State or any County or any
23municipal government except an office with compensation not

1exceeding $15,000 annually or a position in the National Guard
2or the United States military reserves. Provided, however, that
3the Chairman may be a member of the Board of the Regional
4Transportation Authority. No member of the Board or employee of
5the Authority shall have any private financial interest, profit
6or benefit in any contract, work or business of the Authority
7nor in the sale or lease of any property to or from the
8Authority.
9    (b) Until the effective date of this amendatory Act of the
1097th General Assembly, the The salary of each member of the
11initial Board shall be $15,000.00 per annum, and such salary
12shall not be increased or diminished during his or her term of
13office. The salaries of successor members of the Board shall be
14fixed by the Board and shall not be increased or diminished
15during their respective terms of office. No Board member shall
16be allowed any fees, perquisites or emoluments, reward or
17compensation for his or her services as a member or officer of
18the Authority aside from his or her salary or pension, but he
19or she shall be reimbursed for actual expenses incurred by him
20or her in the performance of his or her duties.
21    (c) On and after the effective date of this amendatory Act
22of the 97th General Assembly, members of the Board shall
23receive no annual salary or other compensation for their
24service in office, except that each member shall be reimbursed
25for actual expenses incurred in the performance of his or her
26duties.

1    No service or contribution shall be credited in any
2retirement system or pension fund, under the Illinois Pension
3Code or otherwise, to the chairman or any other member of the
4Board for service in that office beginning on the effective
5date of this amendatory Act of the 97th General Assembly, and
6no public funds shall be appropriated, expended, or otherwise
7obligated for such a retirement system or pension fund credit.
8Beginning on the effective date of this amendatory Act of the
997th General Assembly, the chairman or any other member of the
10Board shall receive no financial benefit or perquisite for his
11or her service in such office, including without limitation
12participation in a program of life or health insurance.

15    Sec. 22. Chairperson; terms; compensation. As soon as
16possible after the appointment of the initial members, the
17board shall organize for the transaction of business, select a
18chairman and a temporary secretary from its own number, and
19adopt by-laws, rules and regulations to govern its proceedings.
20The initial chairman and successors shall be elected by the
21Board from time to time for the term of his or her office as a
22member of the Board or for the term of three years, whichever
23is shorter.
24    Until the effective date of this amendatory Act of the 97th
25General Assembly, the The Board shall fix the salary of the

1chairman in addition to his or her salary as a member of the
2Board, which shall not be increased or diminished during his or
3her term of office as chairman. But if the chairman is engaged
4in any other business or employment during his or her term as
5chairman, his or her annual salary shall be not more than
6$25,000. Beginning on the effective date of this amendatory Act
7of the 97th General Assembly, the chairperson shall receive no
8annual salary or other compensation for his or her service in
9office, except that the chairperson shall be reimbursed for
10actual expenses incurred in the performance of his or her
11duties.

13    Section 25. The Regional Transportation Authority Act is
14amended by changing Sections 3.04, 3A.06, and 3B.06 as follows:

16    Sec. 3.04. Compensation; pension; benefits. Until the
17effective date of this amendatory Act of the 97th General
18Assembly, each Each Director including the Chairman, except for
19the Chairman of the Chicago Transit Authority who shall not be
20compensated by the Authority, shall be compensated at the rate
21of $25,000 per year. Beginning on the effective date of this
22amendatory Act of the 97th General Assembly, Directors of the
23Regional Transportation Authority Board, including the
24Chairman, shall receive no annual salary or other compensation

1for their service in office, except that the Chairman and each
2Director shall be reimbursed for actual expenses incurred in
3the performance of his or her duties.
4    No service or contribution shall be credited in any
5retirement system or pension fund, under the Illinois Pension
6Code or otherwise, to the Chairman or any other Director for
7service in that office beginning on the effective date of this
8amendatory Act of the 97th General Assembly, and no public
9funds shall be appropriated, expended, or otherwise obligated
10for such a retirement system or pension fund credit. Beginning
11on the effective date of this amendatory Act of the 97th
12General Assembly, the Chairman or any other Director shall
13receive no financial benefit or perquisite for his or her
14service in such office, including without limitation
15participation in a program of life or health insurance.
16    Officers of the Authority shall not be required to comply
17with the requirements of the Public Funds Statement Publication
18Act "An Act requiring certain custodians of public moneys to
19file and publish statements of the receipts and disbursements
20thereof", approved June 24, 1919, as now or hereafter amended.

5Board, including the chairman, shall receive no annual salary
6or other compensation for their service in office, except that
7the chairman and each Each member shall be reimbursed for
8actual expenses incurred in the performance of his or her
9duties, not to exceed $5000 per year.
10    No service or contribution shall be credited in any
11retirement system or pension fund, under the Illinois Pension
12Code or otherwise, to the chairman or any other member of the
13Board for service in that office beginning on the effective
14date of this amendatory Act of the 97th General Assembly, and
15no public funds shall be appropriated, expended, or otherwise
16obligated for such a retirement system or pension fund credit.
17Beginning on the effective date of this amendatory Act of the
1897th General Assembly, the chairman or any other member of the
19Board shall receive no financial benefit or perquisite for his
20or her service in such office, including without limitation

5Assembly, the The Chairman of the Commuter Rail Board shall
6receive an annual salary of $25,000. Until the effective date
7of this amendatory Act of the 97th General Assembly, Other
8members of the Commuter Rail Board other than the chairman
9shall receive an annual salary of $15,000. Beginning on the
10effective date of this amendatory Act of the 97th General
11Assembly, members of the Commuter Rail Board, including the
12chairman, shall receive no annual salary or other compensation
13for their service in office, except that the chairman and each
14Each member shall be reimbursed for actual expenses incurred in
15the performance of his duties.
16    No service or contribution shall be credited in any
17retirement system or pension fund, under the Illinois Pension
18Code or otherwise, to the chairman or any other member of the
19Board for service in that office beginning on the effective
20date of this amendatory Act of the 97th General Assembly, and
21no public funds shall be appropriated, expended, or otherwise

23Except as otherwise provided in this Act, beginning on the
24effective date of this amendatory Act of the 97th General
