Amends the State Finance Act and the Illinois Public Aid Code. Creates the Electronic Health Record Incentive Fund. Provides that all federal moneys received by the Department of Healthcare and Family Services for payments to qualifying health care providers to encourage the adoption and use of certified electronic health records technology pursuant to the Social Security Act, shall be deposited into the Fund. Further provides that disbursements may be made from the Fund to qualifying health care providers to encourage the adoption and use of certified electronic health records technology. Effective immediately.

4 | | Section 5. The State Finance Act is amended by adding |

11 | | Sec. 12-10.6a. The Electronic Health Record Incentive |

13 | | (a) The Electronic Health Record Incentive Fund is a |
14 | | special fund created in the State treasury. All federal moneys |
15 | | received by the Department of Healthcare and Family Services |
16 | | for payments to qualifying health care providers to encourage |
17 | | the adoption and use of certified electronic health records |
18 | | technology pursuant to paragraph 1903(t)(1) of the Social |
19 | | Security Act, shall be deposited into the Fund. |
20 | | (b) Disbursements may be made from the Fund to qualifying |
21 | | health care providers to encourage the adoption and use of |
