Amends the Department of Employment Security Law of the
Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall, on a monthly basis, measure labor underutilization in Illinois in accordance with the U-6 measure (total unemployed, plus all marginally attached workers, plus total employed part time for economic reasons, as a percent of the civilian labor force plus all marginally attached workers) developed by the U.S. Bureau of Labor Statistics and shall release monthly data on the same day of the month on which it releases statewide unemployment data. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Employment Security Law of the

5 | | Civil Administrative Code of Illinois is amended by adding |
6 | | Section 1005-165 as follows: |
7 | | (20 ILCS 1005/1005-165 new) |
8 | | Sec. 1005-165. Labor underutilization in Illinois. The |
9 | | Department shall, on a monthly basis, measure labor |
10 | | underutilization in Illinois in accordance with the U-6 measure |
11 | | (total unemployed, plus all marginally attached workers, plus |
12 | | total employed part time for economic reasons, as a percent of |
13 | | the civilian labor force plus all marginally attached workers) |
14 | | developed by the U.S. Bureau of Labor Statistics. The |
15 | | Department shall release monthly data under this Section on the |
16 | | same day of the month on which it releases statewide |
17 | | unemployment data.

18 | | Section 99. Effective date. This Act takes effect upon |
19 | | becoming law.
