Amends the Emergency Medical Services (EMS) Systems Act in the provision concerning the Trauma Center Fund. Provides that under no circumstance shall money collected within one EMS region be redirected to another EMS region. Provides that if money collected from an EMS region cannot be distributed to any trauma center in that EMS region because the trauma center is located outside of the State, then the Department of Public Health shall distribute the money to other health care facilities in the EMS region. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Emergency Medical Services (EMS) Systems Act |
5 | | is amended by changing Section 3.225 as follows:
|
6 | | (210 ILCS 50/3.225)
|
7 | | Sec. 3.225. Trauma Center Fund.
|
8 | | (a) The Department shall distribute 97.5% of 50% of
the |
9 | | moneys deposited into the Trauma Center Fund, a special
fund in |
10 | | the State Treasury, to Illinois hospitals that are
designated |
11 | | as trauma centers. The payments to those
hospitals shall be in |
12 | | addition to any other payments paid
and shall be in an amount |
13 | | calculated under paragraph (b) of
this Section.

14 | | (b) Trauma payment calculation.
|
15 | | (1) The Department shall implement an
accounting |
16 | | system to ensure that the moneys in the fund are
|
17 | | distributed.
|
18 | | (2) The moneys in the fund shall be allocated
|
19 | | proportionately to each EMS region so that the EMS
region |
20 | | receives the moneys collected from within its region
for |
21 | | violations of laws or ordinances regulating the movement
of |
22 | | traffic. Under no circumstance shall money collected |
23 | | within one EMS region be redirected to another EMS region.
