Amends the Illinois Vehicle Code. Provides that collegiate license plates may be issued for a public college or university located in a state contiguous to this State if not less than 10,000 alumni of that college or university reside in Illinois. Sets forth fees for original issuance and renewal. Provides that moneys generated by collegiate license plates issued for a public college or university located in a contiguous state shall be deposited into the University Grant Program and distributed through the Illinois Student Assistance Commission to participating colleges and universities for the sole purpose of scholarship grant awards to Illinois residents. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-629 as follows:
|
6 | | (625 ILCS 5/3-629)
|
7 | | Sec. 3-629. Collegiate license plates; scholarship fund.
|
8 | | (a) In addition to any other special license plate,
the |
9 | | Secretary, upon receipt of all
applicable fees and applications |
10 | | made in the form prescribed by the
Secretary of State, may |
11 | | issue collegiate license plates.
The collegiate plates issued |
12 | | under this
Section shall be affixed only to passenger vehicles |
13 | | of the first division and
motor vehicles of the second division |
14 | | weighing not more than 8,000 pounds and
subject to the
|
15 | | staggered registration system. Plates issued under this |
16 | | Section shall
expire according to the staggered
multi-year |
17 | | procedure established under Section 3-414.1 of this Code.
|
18 | | (b) The design, color, and format of the plates shall be |
19 | | wholly
within the discretion of the Secretary of State. The |
20 | | Secretary of State may,
at his or her discretion, issue the |
21 | | plates for any public college or university located in this |
22 | | State or a contiguous state or for any degree-granting,
|
23 | | not-for-profit private college or university located in this |

1 | | State or a contiguous state. If the college or university is |
2 | | located in a contiguous state, there must be not less than |
3 | | 10,000 alumni of the college or university residing in this |
4 | | State. The
Secretary may, in his or her discretion, allow the |
5 | | plates to be issued as
vanity plates or personalized in |
6 | | accordance with Section 3-405.1 of this Code.
The plates are |
7 | | not required to designate "Land Of Lincoln", as prescribed in
|
8 | | subsection (b) of Section
3-412 of this Code. The Secretary |
9 | | shall prescribe the eligibility
requirements including a |
10 | | minimum level of specialized license plates requests
and, in |
11 | | his or her discretion, shall approve and prescribe stickers
or |
12 | | decals as provided under Section 3-412.
|
13 | | (c) An applicant shall be charged a $40 fee for original |
14 | | issuance
in addition to the applicable registration fee. Of the |
15 | | original issuance fee
in the case of a public university or |
16 | | college located in this State , $25 shall be deposited into the
|
17 | | State College and University Trust Fund and $15 shall be
|
18 | | deposited into the Secretary of State Special License Plate |
19 | | Fund to be used by
the Secretary of State, subject to
|
20 | | appropriation, to help defray the administrative costs of |
21 | | issuing the plate.
Of the original issuance fee in the case of |
22 | | a degree-granting, not-for-profit
private college or |
23 | | university or in the case of a public university or college |
24 | | located in a contiguous state ,
$25 shall be deposited into the |
25 | | University Grant Fund and $15 shall be
deposited into the |
26 | | Secretary of State Special License Plate Fund to be used by
the |

1 | | Secretary of State, subject to appropriation, to help defray |
2 | | the
administrative cost of issuing the plate. In addition to |
3 | | the regular
renewal fee, an applicant shall be charged $27 for |
4 | | the renewal of each set of
license plates issued under this |
5 | | Section; $25 shall be deposited into the
State College and |
6 | | University Trust Fund in the case of a public university or
|
7 | | college or into the
University Grant Fund in the case of a |
8 | | degree-granting, not-for-profit private
college or university |
9 | | or in the case of a public university or college located in a |
10 | | contiguous state , and $2
shall be deposited into the Secretary |
11 | | of
State Special License Plate Fund plates for all collegiate |
12 | | plates.
|
13 | | (d) The State College and University Trust Fund is created |
14 | | as a special fund
in the State treasury.
The State Treasurer |
15 | | shall create separate accounts within the State College
and |
16 | | University
Trust Fund for each public university or college |
17 | | located in this State for which collegiate license
plates have
|
18 | | been issued. Moneys in the State College and University Trust |
19 | | Fund shall be
allocated to
each account in proportion to the |
20 | | number of plates sold in regard to each
public
university or |
21 | | college.
Moneys deposited into the State
College and University |
22 | | Trust Fund
during the preceding calendar year
shall be |
23 | | distributed, subject to appropriation, to each participating
|
24 | | public
university or college. This revenue shall be
used for |
25 | | the sole purpose of
scholarship grant awards to Illinois |
26 | | residents.

1 | | (e) The University Grant Fund is created as a special fund |
2 | | in the State
treasury. The State Treasurer shall create |
3 | | separate accounts within the University
Grant Fund for each |
4 | | university or college for which collegiate license
plates have

5 | | been issued. Moneys in the University Grant Fund shall be
|
6 | | allocated to
each account in proportion to the number of plates |
7 | | sold in regard to each
university or college.
Moneys deposited |
8 | | into these accounts
during the preceding calendar year
shall, |
9 | | subject to appropriation, be distributed through the Illinois |
10 | | Student Assistance Commission to participating private |
11 | | colleges and universities located in this State or a contiguous |
12 | | state and to participating public colleges and universities |
13 | | located in a contiguous state . This revenue shall be used for |
14 | | the sole purpose of scholarship grant awards to Illinois |
15 | | residents.
