1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 2705-587 as follows:
 
7    (20 ILCS 2705/2705-587 new)
8    Sec. 2705-587. Diversity in Engineering scholarship
9program.
10    (a) The Diversity in Engineering scholarship program is
11created to assist in increasing the representation of targeted
12group members within civil engineer job classifications in
13which targeted group members are underutilized by the
14Department.
15    (b) For purposes of this Section:
16        "Targeted group member" means a person belonging to a
17    class of race, color, or sex, whose percent of the
18    workforce within the Department's professional
19    classification which includes civil engineers is less than
20    that class's percent of the statewide labor market for such
21    job activities as recorded in the Department's annual
22    affirmative action plan.
23        "Eligible student" means a targeted group member who:

1    (i) is an Illinois resident at the time of application for
2    a scholarship under the Program established by this
3    Section; (ii) is enrolled full-time at any Illinois college
4    or university in any program leading toward a degree in
5    civil engineering; (iii) agrees to conditions required by
6    the Department, including the obligation to work for the
7    Department after graduation if a position is offered for at
8    least one year for each academic year the student receives
9    a scholarship.
10    (c) The Department, subject to appropriation, shall award
11scholarships to up to 20 selected eligible students each year,
12unless no targeted group members are identified by the
13Department's affirmative action plan. Scholarships issued
14pursuant to this Section shall not exceed $7,500 per academic
15year.
16    (d) The Department shall promulgate rules to implement and
17administer the scholarship program created by this Section.
