| 5 | | "Section 5. The Code of Civil Procedure is amended by |
| 6 | | adding Section 15-1701.5 as follows:

| 7 | | (735 ILCS 5/15-1701.5 new) |
| 8 | | Sec. 15-1701.5. Foreclosure; frozen pipe prevention. If |
| 9 | | the foreclosure of residential real estate has commenced and |
| 10 | | the property is unoccupied, the mortgagee in possession, or a |
| 11 | | creditor or other lien holder in possession pursuant to court |
| 12 | | order, must winterize the
residential real estate to prevent |
