SYNOPSIS AS INTRODUCED:

105 ILCS 5/27-22.4 new

    Amends the School Code. Provides that, in J. Sterling Morton High School District 201, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade in the 2011-2012 school year or 2012-2013 school year must complete at least 40 hours of community service. Provides that this requirement does not apply to children with disabilities or pupils involved in extra-curricular activities, the number of activities to be determined by the school board. Provides that the community service shall require no staff monitoring. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
527-22.3 and adding Section 27-22.4 as follows:
 
6    (105 ILCS 5/27-22.3)  (from Ch. 122, par. 27-22.3)
7    Sec. 27-22.3. Volunteer service credit program.
8    (a) A school district may establish a volunteer service
9credit program that enables secondary school students to earn
10credit towards graduation through performance of community
11service. This community service may include participation in
12the organization of a high school or community blood drive or
13other blood donor recruitment campaign. Any program so
14established shall begin with students entering grade 9 in the
151993-1994 school year or later. The amount of credit given for
16program participation shall not exceed that given for
17completion of one semester of language arts, math, science or
18social studies.
19    (b) Any community service performed as part of a course for
20which credit is given towards graduation or community service
21performed under Section 27-22.4 of this Code shall not qualify
22under a volunteer service credit program. Any service for which
23a student is paid shall not qualify under a volunteer service

1credit program. Any community work assigned as a disciplinary
2measure shall not qualify under a volunteer service credit
3program.
4    (c) School districts that establish volunteer service
5credit programs shall establish any necessary rules,
6regulations and procedures.

10program. In J. Sterling Morton High School District 201, as a
11prerequisite to receiving a high school diploma, each pupil
12entering the 9th grade in the 2011-2012 school year or
132012-2013 school year must complete at least 40 hours of
14community service. This requirement does not apply to children
15with disabilities, as defined under Article 14 of this Code, or
16pupils involved in extra-curricular activities, the number of
17activities to be determined by the school board. The school
18board shall establish any rules and procedures necessary to
19implement this requirement. Community service under this
20Section shall require no staff monitoring.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
