SYNOPSIS AS INTRODUCED:

210 ILCS 50/3.52 new

    Amends the Illinois Fire Protection Training Act. Provides that the Office of the State Fire Marshal shall develop, adopt, or approve a training course regarding the risks associated with autism and appropriate autism recognition and response techniques. Provides that every person who is seeking certification in a position of firefighter 1 or 2, whose duties involve fire suppression, firefighting, or fire rescue must satisfactorily complete an education course in autism recognition and response techniques. Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall develop, adopt, or approve a training course and curriculum with the purpose of informing emergency medical technicians of the risks associated with autism and providing instruction in appropriate autism recognition and response techniques. Provides that before being certified by the Department, each emergency medical technician trained in basic life support services must satisfactorily complete the training course. Provides that every person who is serving in a capacity as a certified emergency medical technician must satisfactorily complete a continuing education course in autism recognition and response techniques within 18 months. Effective immediately.

1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Fire Protection Training Act is
5amended by adding Section 12.5 as follows:
 
6    (50 ILCS 740/12.5 new)
7    Sec. 12.5. Autism recognition and response; training.
8    (a) The Office of the State Fire Marshal shall develop,
9adopt, or otherwise approve a training course regarding the
10risks associated with autism and appropriate autism
11recognition and response techniques.
12    (b) The training may take the form of Internet, DVD, CD
13ROM, or classroom-based instruction. Nothing in this Act shall
14impose a train-the-trainer level requirement.
15    (c) Every person who, after the effective date of this
16amendatory Act of the 97th General Assembly, is seeking
17certification in a position of firefighter 1 or 2, whose duties
18involve fire suppression, firefighting, or fire rescue,
19whether as a volunteer or as a paid employee, must
20satisfactorily complete an education course in autism
21recognition and response techniques after the effective date of
22this amendatory Act of the 97th General Assembly.

1    Section 10. The Emergency Medical Services (EMS) Systems

3    (210 ILCS 50/3.52 new)

6approve a training course and curriculum with the purpose of

8associated with autism, as well as providing instruction in
9appropriate autism recognition and response techniques.
10    (b) The training may take the form of Internet, DVD, CD
11ROM, or classroom-based instruction. Nothing in this Act shall

13    (c) Before being certified by the Department, each
14emergency medical technician trained in basic life support
15services must satisfactorily complete the training course
16developed under subsection (a). Every person who, on the
17effective date of this amendatory Act of the 97th General
18Assembly, is serving in a capacity as a certified emergency
19medical technician must satisfactorily complete a continuing
20education course in autism recognition and response techniques
21within 18 months after the effective date of this amendatory
22Act of the 97th General Assembly.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
