21 | | organization; |
22 | | (11) a representative of an organization representing |
23 | | professional teachers in a city having a population |
24 | | exceeding 500,000 appointed by the head of that |
25 | | organization; |
26 | | (12) a representative of an association representing |

1 | | school business officials appointed by the head of that |
2 | | association; |
3 | | (13) a representative of an association representing |
4 | | school administrators appointed by the head of that |

6 | | (14) a representative from an organization |
7 | | representing large unit school districts appointed by the |
8 | | head of that organization; |
9 | | (15) a representative from the Chicago Board of |
10 | | Education appointed by the Chicago Board of Education; |
11 | | (16) a representative from an organization |
12 | | representing administrators of special education appointed |
13 | | by the head of that organization; |
14 | | (17) a representative from a statewide parent |
15 | | organization appointed by the head of that organization; |
16 | | and |
17 | | (18) a representative from an organization |
18 | | representing high school districts appointed by the head of |
19 | | that organization. |
20 | | Members shall serve without compensation, but shall be |
21 | | reimbursed for their reasonable and necessary expenses from |
22 | | funds appropriated for that purpose. Members shall be |
23 | | reimbursed for their travel expenses from appropriations to the |
24 | | State Board of Education available for that purpose and subject |
25 | | to the rules of the appropriate travel control board. |
26 | | The Commission shall meet at the call of the chairperson, |

1 | | with the initial meeting of the Commission being held as soon |
2 | | as possible after the effective date of this amendatory Act of |
3 | | the 97th General Assembly, and shall hold public hearings |
4 | | throughout this State. |
5 | | The State Board of Education shall provide assistance and |
6 | | necessary staff support services to the Commission. |
7 | | (b) The purpose of the Commission is to make |
8 | | recommendations to the Governor and General Assembly on the |
9 | | number of school districts in this State, the optimal amount of |
10 | | enrollment for a school district, and where consolidation and |
11 | | realignment would be beneficial. The Commission's |
12 | | recommendations must focus on all of the following areas: |
13 | | (1) Reducing the money spent on duplication of efforts. |
14 | | (2) Improving the education of students by having less |
15 | | obstacles between qualified teachers and their students. |
16 | | (3) Lowering the property tax burden. |
17 | | (4) Providing recommendations as to what the net cost |
18 | | savings of realignment is to this State. |
19 | | (5) Providing input to school districts on |
20 | | reorganization. |
21 | | (c) On or before July 1, 2012, the Commission must vote on |
22 | | its recommendations and file a report with the Governor and the |
23 | | General Assembly. If the Commission adopts the report by an |
24 | | affirmative vote of at least 11 of its members, then the |
25 | | General Assembly must, within 14 days after the report is filed |
26 | | by the Commission, vote on whether to accept the report by the |

1 | | adoption of a resolution by a record vote of a majority of the |
2 | | members elected in each house. If the General Assembly is not |
3 | | in session on the day that the report is filed, then the |
4 | | General Assembly must vote on whether to accept the report |
5 | | within 14 days after the General Assembly convenes for the |
6 | | first time after the report is filed. The Commission is |
7 | | dissolved on the day after the report is filed with both the |
8 | | Governor and the General Assembly. |
9 | | (d) This Section is repealed on January 31, 2013.

10 | | Section 99. Effective date. This Act takes effect upon |
11 | | becoming law.".
