AMENDMENT TO HOUSE BILL 1114

2    AMENDMENT NO. ______. Amend House Bill 1114 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The General Assembly Operations Act is amended
5by adding Sections 8 and 9 as follows:
 
6    (25 ILCS 10/8 new)
7    Sec. 8. Legislative measures; majority of members sponsor.
8If a bill or other legislative measure is sponsored or
9co-sponsored by a majority of the members elected to the
10chamber in which the bill or other legislative measure then
11resides, then that bill or other legislative measure must be
12referred by the appropriate committee of that chamber to a
13standing committee and a vote on that bill or other legislative
14measure must be taken by that standing committee within 6
15session days or before any committee action or floor action
16deadline that has been imposed in that chamber, whichever is

2    (25 ILCS 10/9 new)
3    Sec. 9. Rules Committee; advancing legislative measures.
4Upon concurrence of a majority of those appointed to the Rules
5Committee of the House, the Rules Committee may advance any
6legislative measure pending before it to the House, without
7referral to another committee; the Rules Committee, however,
8shall not so report any bill that has never been favorably
9reported by or discharged from a standing committee or a
10special committee of the House or recommended for action by a
11joint committee of the House and Senate. A bill advanced to the
12House shall be placed on the daily calendar of the House on the
13order on which it appeared before it was re-referred to the
14Rules Committee. A floor amendment, joint action motion for
15final action, or conference committee report advanced to the
16House by the Rules Committee may be considered for adoption no
17sooner than one hour after the Clerk of the House announces the
18report of the Rules Committee referring the legislative measure
19to the House.".
