2 | Be it enacted by the People of the State of Illinois,

4 | Section 5. The State Property Control Act is amended by | ||||||||||||||||||||||||||
5 | changing Section 6.04 as follows:

7 | Sec. 6.04.
Annually, and upon at least 30 days notice, the | ||||||||||||||||||||||||||

actual physical inventory check of all | ||||||||||||||||||||||||||
10 | items of property under his
jurisdiction and control and said | ||||||||||||||||||||||||||
11 | inventory shall be certified to the

12 | accounting of all errors or exceptions reported

13 | respect to public universities, the Department of Central | ||||||||||||||||||||||||||
14 | Management Services may require a listing of equipment items | ||||||||||||||||||||||||||
15 | only for those items valued in excess of $5,000.

8 | shall submit to the Board not later
than the 15th day of | ||||||
9 | November of each year its budget proposals for the
operation | ||||||
10 | and capital needs of the institutions under its governance or
| ||||||
11 | supervision for the ensuing fiscal year. Each budget proposal | ||||||
12 | shall conform
to the procedures developed by the Board in the | ||||||
13 | design of an information
system for State universities and | ||||||
14 | colleges.
| ||||||
15 | In order to maintain a cohesive system of higher education, | ||||||
16 | the Board and
its staff shall communicate on a regular basis | ||||||
17 | with all public university
presidents. They shall meet at least | ||||||
18 | semiannually to achieve economies of
scale where possible and | ||||||
19 | provide the most innovative and efficient programs and
| ||||||
20 | services.
| ||||||
21 | The Board, in the analysis of formulating the annual budget | ||||||
22 | request,
shall consider rates of tuition and fees at the state | ||||||
23 | universities and
colleges. The Board shall also consider the | ||||||
24 | current and projected
utilization of the total physical plant | ||||||
25 | of each campus of a university or
college in approving the | ||||||
26 | capital budget for any new building or facility.

1 | The Board of Higher Education shall submit to the Governor, | ||||||
2 | to the
General Assembly, and to the appropriate budget agencies | ||||||
3 | of the Governor
and General Assembly its analysis and | ||||||
4 | recommendations on such budget
proposals.
| ||||||
5 | Each state supported institution within the application of | ||||||
6 | this Act must
submit its plan for capital improvements of | ||||||
7 | non-instructional facilities that use State funds in whole or | ||||||
8 | in part to
the Board for approval before final commitments are | ||||||
9 | made. Non-instructional
uses shall include but not be limited | ||||||
10 | to dormitories, union buildings,
field houses, stadium, other | ||||||
11 | recreational facilities and parking lots. The
Board shall | ||||||
12 | determine whether or not any project submitted for approval is
| ||||||
13 | consistent with the master plan for higher education and with | ||||||
14 | instructional
buildings that are provided for therein. If the | ||||||
15 | project is found by a
majority of the Board not to be | ||||||
16 | consistent, such capital improvement shall
not be constructed.

18 | Section 99. Effective date. This Act takes effect upon | ||||||
19 | becoming law.
