| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Code of Civil Procedure is amended by |
| 5 | | changing Section 10-102 as follows:

| 7 | | Sec. 10-102. Who may file. Every person imprisoned or

| 8 | | otherwise restrained of his or her liberty, except as herein |
