1 | | AN ACT concerning education.
|
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by changing Sections |
5 | | 10-17a and 34-88 as follows:
|
6 | | (105 ILCS 5/10-17a) (from Ch. 122, par. 10-17a)
|
7 | | Sec. 10-17a. State, school district, and school report |
8 | | cards Better schools accountability .
|
9 | | (1) By October 31, 2013 and October 31 of each subsequent |
10 | | school year, the State Board of Education, through the State |
11 | | Superintendent of Education, shall prepare a State report card, |
12 | | school district report cards, and school report cards, and |
13 | | shall by the most economic means provide to Policy and
Purpose. |
14 | | It shall be the policy of the State of Illinois that each |
15 | | school
district in this State, including special charter |
16 | | districts and districts
subject to the provisions of Article |
17 | | 34, the report cards for the shall submit to parents, taxpayers
|
18 | | of such district, the Governor, the General Assembly, and the |
19 | | State
Board of Education a school district and each of its |
20 | | schools report card assessing the performance of its
schools |
21 | | and students . |
22 | | (2) In addition to any information required by federal law, |
23 | | the State Superintendent shall determine the indicators and |
|

1 | | presentation of the school report card, which must include, at |
2 | | a minimum, the most current data possessed by the State Board |
3 | | of Education related to the following: |
4 | | (A) school characteristics and student demographics, |
5 | | including average class size, average teaching experience, |
6 | | student racial/ethnic breakdown, and the percentage of |
7 | | students classified as low-income; the percentage of |
8 | | students classified as limited English proficiency; the |
9 | | percentage of students who have individualized education |
10 | | plans or 504 plans that provide for special education |
11 | | services; the percentage of students who annually |
12 | | transferred in or out of the school district; the per-pupil |
13 | | operating expenditure of the school district; and the |
14 | | per-pupil State average operating expenditure for the |
15 | | district type (elementary, high school, or unit); |
16 | | (B) curriculum information, including, where |
17 | | applicable, Advanced Placement, International |
18 | | Baccalaureate or equivalent courses, dual enrollment |
19 | | courses, foreign language classes, school personnel |
20 | | resources (including Career Technical Education teachers), |
21 | | before and after school programs, extracurricular |
22 | | activities, subjects in which elective classes are |
23 | | offered, health and wellness initiatives (including the |
24 | | average number of days of Physical Education per week per |
25 | | student), approved programs of study, awards received, |
26 | | community partnerships, and special programs such as |

1 | | programming for the gifted and talented, students with |
2 | | disabilities, and work-study students; |
3 | | (C) student outcomes, including, where applicable, the |
4 | | percentage of students meeting as well as exceeding State |
5 | | standards on assessments, the percentage of students in the |
6 | | eighth grade who pass Algebra, the percentage of students |
7 | | enrolled in post-secondary institutions (including |
8 | | colleges, universities, community colleges, |
9 | | trade/vocational schools, and training programs leading to |
10 | | career certification within 2 semesters of high school |
11 | | graduation), the percentage of students graduating from |
12 | | high school who are college ready, the percentage of |
13 | | students graduating from high school who are career ready, |
14 | | and the percentage of graduates enrolled in community |
15 | | colleges, colleges, and universities who are in one or more |
16 | | courses that the community college, college, or university |
17 | | identifies as a remedial course; |
18 | | (D) student progress, including, where applicable, the |
19 | | percentage of students in the ninth grade who have earned 5 |
20 | | credits or more without failing more than one core class, a |
21 | | measure of students entering kindergarten ready to learn, a |
22 | | measure of growth, and the percentage of students who enter |
23 | | high school on track for college and career readiness; and |
24 | | (E) the school environment, including, where |
25 | | applicable, the percentage of students with less than 10 |
26 | | absences in a school year, the percentage of teachers with |

1 | | less than 10 absences in a school year for reasons other |
2 | | than professional development, leaves taken pursuant to |
3 | | the federal Family Medical Leave Act of 1993, long-term |
4 | | disability, or parental leaves, the 3-year average of the |
5 | | percentage of teachers returning to the school from the |
6 | | previous year, the number of different principals at the |
7 | | school in the last 6 years, 2 or more indicators from any |
8 | | school climate survey developed by the State and |
9 | | administered pursuant to Section 2-3.153 of this Code, and |
10 | | the combined percentage of teachers rated as proficient or |
11 | | excellent in their most recent evaluation. |
12 | | The school report card shall also be an index of school

13 | | performance measured against statewide and local standards and |
14 | | will provide
information that allows for comparing the current |
15 | | outcome, progress, and environment data to the State average, |
16 | | to the school data from the past 5 years, and to the outcomes, |
17 | | progress, and environment of similar schools based on the type |
18 | | of school and enrollment of low-income, special education, and |
19 | | limited English proficiency students to make prior year |
20 | | comparisons and to set future year targets
through the school |
21 | | improvement plan .

22 | | (3) At the discretion of the State Superintendent, the |
23 | | school district report card shall include a subset of the |
24 | | information identified in paragraphs (A) through (E) of |
25 | | subsection (2) of this Section, as well as information relating |
26 | | to the operating expense per pupil and other finances of the |
|

1 | | school district, and the State report card shall include a |
2 | | subset of the information identified in paragraphs (A) through |
3 | | (E) of subsections (2) of this Section. |
4 | | (4) Notwithstanding anything to the contrary in this |
5 | | Section, in consultation with key education stakeholders, the |
6 | | State Superintendent shall at any time have the discretion to |
7 | | amend or update any and all metrics on the school, district, or |
8 | | State report card. |
9 | | (2) Reporting Requirements. Each school district shall |
10 | | prepare a report
card in accordance with the guidelines set |
11 | | forth in this Section which
describes the performance of its |
12 | | students by school attendance centers and
by district and the |
13 | | district's financial resources and use of financial
resources. |
14 | | (5) Annually, no more than 30 calendar days after receipt |
15 | | of the school district and school report cards from the State |
16 | | Superintendent of Education, each school district, including |
17 | | special charter districts and districts subject to the |
18 | | provisions of Article 34, shall present such Such report
cards |
19 | | card shall be presented at a regular school board meeting |
20 | | subject to
applicable notice requirements, post the report |
21 | | cards
posted on the
school district's Internet web site, if the |
22 | | district maintains an Internet web
site, make the report cards

23 | | made available
to a newspaper of general circulation serving |
24 | | the district, and, upon
request, send the report cards sent
|
25 | | home to a parent (unless the district does not maintain an |
26 | | Internet web site,
in which case
the report card shall be sent |

1 | | home to parents without request). If the
district posts the |
2 | | report card on its Internet web
site, the district
shall send a
|
3 | | written notice home to parents stating (i) that the report card |
4 | | is available on
the web site,
(ii) the address of the web site, |
5 | | (iii) that a printed copy of the report card
will be sent to
|
6 | | parents upon request, and (iv) the telephone number that |
7 | | parents may
call to
request a printed copy of the report card.
|
8 | | In addition, each school district shall submit the
completed |
9 | | report card to the office of the district's Regional
|
10 | | Superintendent which shall make copies available to any |
11 | | individuals
requesting them.
|
12 | | The report card shall be completed and disseminated prior |
13 | | to October 31
in each school year. The report card shall |
14 | | contain, but
not be limited to, actual local school attendance |
15 | | center, school district
and statewide data indicating the |
16 | | present performance of the school, the
State norms and the |
17 | | areas for planned improvement for the school and school
|
18 | | district.
|
19 | | (3) (a) The report card shall include the following |
20 | | applicable
indicators of attendance center, district, and |
21 | | statewide student
performance: percent of students who exceed, |
22 | | meet, or do not meet
standards established by the
State Board |
23 | | of Education pursuant to Section 2-3.25a; composite and subtest
|
24 | | means on
nationally normed achievement tests for
college bound |
25 | | students; student attendance rates; chronic
truancy rate; |
26 | | dropout rate;
graduation rate;
and student
mobility, turnover
|

1 | | shown as a percent of transfers out and a percent of transfers |
2 | | in.
|
3 | | (b) The report card shall include the following |
4 | | descriptions for the
school,
district, and State: average
class |
5 | | size; amount of time per day devoted to mathematics, science,
|
6 | | English and social science at primary,
middle and junior high |
7 | | school grade levels;
number of students taking the Prairie |
8 | | State Achievement Examination under
subsection (c) of
Section |
9 | | 2-3.64, the number of those students who received a score of |
10 | | excellent,
and
the average score by school of students taking |
11 | | the examination;
pupil-teacher ratio; pupil-administrator |
12 | | ratio;
operating expenditure per
pupil; district expenditure |
13 | | by fund; average administrator salary; and average
teacher |
14 | | salary.
The report card shall also specify the amount of money |
15 | | that the district
receives from all sources, including without |
16 | | limitation subcategories
specifying the amount from local |
17 | | property taxes, the amount from
general State aid, the amount |
18 | | from other State funding, and the amount
from other income.

19 | | (c) The report card shall include applicable indicators of |
20 | | parental
involvement in each attendance center. The parental |
21 | | involvement component
of the report card shall include the |
22 | | percentage of students whose parents
or guardians have had one |
23 | | or more personal contacts with the students'
teachers during |
24 | | the school year concerning the students' education, and such
|
25 | | other information, commentary, and suggestions as the school |
26 | | district
desires. For the purposes of this paragraph, "personal |
|

1 | | contact" includes,
but is not limited to, parent-teacher |
2 | | conferences, parental visits to
school, school visits to home, |
3 | | telephone conversations, and written
correspondence. The |
4 | | parental involvement component shall not single out or
identify |
5 | | individual students, parents, or guardians by name.
|
6 | | (d) The report card form shall be prepared by the State |
7 | | Board of
Education and provided to school districts by the most |
8 | | efficient, economic,
and appropriate means.

11 | | Sec. 34-88. District and school report cards School |
12 | | reports . The board shall, in accordance with Section 10-17a of |
13 | | the School Code, annually present and disseminate the school |
14 | | district and school report cards prepared by the State |
15 | | Superintendent of Education. Each attendance center shall |
16 | | prepare a report
card in accordance with the guidelines |
17 | | established in paragraphs (b) and
(c) of subsection (3) of |
18 | | Section 10-17a which describes the performance
of its schools |
19 | | and students. This report card shall be transmitted to
the |
20 | | general superintendent who shall present report cards from
each |
21 | | of the attendance centers within the district to the
board.
|
22 | | The board shall make available to a newspaper of general
|
23 | | circulation
serving the district a report which provides |
24 | | information detailing the
performance of the district.
