AMENDMENT TO HOUSE BILL 245

2    AMENDMENT NO. ______. Amend House Bill 245 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-671 as follows:
 
6    (625 ILCS 5/3-671)
7    Sec. 3-671. Boy Scout and Girl Scout license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated to be Boy Scout and Girl Scout
11plates. The special plates issued under this Section shall be
12affixed only to passenger vehicles of the first division or
13motor vehicles of the second division weighing not more than
148,000 pounds. Plates issued under this Section shall expire
15according to the multi-year procedure established by Section
163-414.1 of this Code.

1    (b) Except as provided in subsections (c) and (d), the
2design and color of the plates shall be wholly within the
3discretion of the Secretary. Appropriate documentation, as
4determined by the Secretary, shall accompany the application.
5    (c) The Secretary may issue Boy Scout plates bearing the
6Eagle Scout badge only to an applicant who either (i) provides
7written proof of Eagle Scout rank, in the form of appropriate
8documentation from the National Boy Scout Council, or (ii)
9demonstrates to the satisfaction of the Secretary that he or
10she is the owner of the vehicle and that an authorized driver
11of the vehicle has attained Eagle Scout rank. The Secretary
12shall make these plates available to qualified applicants.
13    Upon registration renewal, the owner of the vehicle shall
14certify that the person who has attained Eagle Scout rank
15remains an authorized driver of the vehicle.
16    (d) The Secretary may issue Girl Scout plates bearing the
17symbol of the Gold Award only to an applicant who either (i)
18provides written proof of Gold Award status, in the form of
19appropriate documentation from the National Office of the Girl
20Scouts of the U.S.A., or (ii) demonstrates to the satisfaction
21of the Secretary that he or she is the owner of the vehicle and
22that an authorized driver of the vehicle has attained Gold
23Award status. The Secretary shall make these plates available
24to qualified applicants.
25    Upon registration renewal, the owner of the vehicle shall
26certify that the person who has attained Gold Award status

1remains an authorized driver of the vehicle.
2     (e) An applicant shall be charged a $40 fee for original
3issuance in addition to the appropriate registration fee, if
4applicable. Of this fee, $25 shall be deposited into the Boy
5Scout and Girl Scout Fund as created by this Section and $15
6shall be deposited into the Secretary of State Special License
7Plate Fund to be used by the Secretary to help defray the
8administrative processing costs. For each registration renewal
9period a $27 fee, in addition to the appropriate registration
10fee, shall be charged. Of this fee, $25 shall be deposited into
11the Boy Scout and Girl Scout Fund and $2 shall be deposited
12into the Secretary of State Special License Plate Fund.
13    (f) The Boy Scout and Girl Scout Fund is created as a
14special fund in the State treasury. All moneys in the Boy Scout
15and Girl Scout Fund shall, subject to appropriation by the
16General Assembly and approval by the Secretary, be paid as
17grants, to be divided between the Illinois divisions of the
18Boys Scouts of America and the Girl Scouts of the U.S.A. on a
19pro rata basis, according to the number of each type of plate
20sold. Grants shall be made to the county division in which the
21plates are sold.
