Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Boy Scout plates bearing the Eagle Scout badge to the parent, step-parent, or guardian of an individual under 18 years old who has attained Eagle Scout rank. Authorizes the Secretary of State to issue Girl Scout plates bearing the symbol of the Gold Award to the parent, step-parent, or guardian of an individual under 18 years old who has attained Gold Award status. Provides that the parent, step-parent, or guardian of an individual under 18 years old who has attained either Eagle Scout or Gold Award status must demonstrate eligibility for the Eagle Scout or Gold Award plates at both initial registration and for each registration renewal.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-671 as follows: |
6 | | (625 ILCS 5/3-671)
|
7 | | Sec. 3-671. Boy Scout and Girl Scout license plates. |
8 | | (a) The Secretary, upon receipt of an application made in |
9 | | the form
prescribed by the Secretary, may issue special |
10 | | registration plates
designated to be Boy Scout and Girl Scout |
11 | | plates. The special plates issued
under
this Section shall be |
12 | | affixed only to passenger vehicles of the first division
or |
13 | | motor vehicles of the second division weighing not more than |
14 | | 8,000 pounds.
Plates issued under this Section shall expire |
15 | | according to the multi-year
procedure established by Section |
16 | | 3-414.1 of this Code.

17 | | (b) Except as provided in subsections (c) and (d), the |
18 | | design and color of the plates shall be wholly within the |
19 | | discretion
of the Secretary. Appropriate documentation, as |
20 | | determined by the
Secretary, shall accompany the application.
|
21 | | (c) The Secretary may issue Boy Scout plates bearing the |
22 | | Eagle Scout badge only to an applicant who either (i) provides |
23 | | written proof of Eagle Scout rank, in the form of appropriate |
