SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the University Green Jobs and Technology Act. Provides that the Board of Higher Education shall require that green jobs certificate and degree programs offered by each State university be uniformly named. Requires the Board to annually publicize on its Internet website information concerning efforts made by State universities to promote the green technology industry. Requires each State university to develop agreements to share equipment required for students participating in green jobs certificate or degree programs or enrolled in a course of study concerning green jobs. Requires the Board to annually prepare and publish on its Internet website a list of every green jobs course and green jobs certificate and degree program offered by State universities and an inventory of green jobs-related equipment used by these universities. Provides that representatives from each State university, in conjunction with research centers affiliated with these universities that focus on clean or sustainable energy and that are located within the same geographic regions, shall meet annually to develop collaborative efforts with regard to the green technology industry. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5University Green Jobs and Technology Act.
 
6    Section 5. Definitions. In this Act:
7    "Board" means the Board of Higher Education.
8    "Green jobs" means jobs in which green technology is
9employed and may include the occupation codes identified as
10green jobs by the United States Bureau of Labor Statistics and
11any codes identified as green jobs by the Illinois Department
12of Labor and the Department of Commerce and Economic
13Opportunity.
14    "Green technology" means technology that (i) promotes
15clean energy, renewable energy, or energy efficiency, (ii)
16reduces greenhouse gases or carbon emissions, or (iii) involves
17the invention, design, and application of chemical products and
18processes to eliminate the use and generation of hazardous
19substances.
20    "State university" means a public university in this State.
 
21    Section 10. Uniformly named programs. The Board shall
22require that green jobs certificate and degree programs offered

1by each State university be uniformly named.
 
2    Section 15. Promotion of industry. The Board shall annually
3publicize on its Internet website information concerning
4efforts made by State universities to promote the green
5technology industry, including the development of new academic
6degree and certificate programs, courses of instruction, and
7initiatives made by these universities to align green jobs
8programs with employer needs.
 
9    Section 20. Agreements to share equipment. Each State
10university shall develop, in such manner as the Board
11prescribes, agreements to share equipment required for
12students participating in green jobs certificate or degree
13programs or enrolled in a course of study concerning green
14jobs.
 
15    Section 25. Course and equipment list. The Board shall
16annually prepare and publish on its Internet website a list of
17every green jobs course and green jobs certificate and degree
18program offered by State universities and an inventory of green
19jobs-related equipment used by these universities.
 
20    Section 30. Collaboration. Representatives from each State
21university, in conjunction with research centers affiliated
22with these universities that focus on clean or sustainable

4    Section 99. Effective date. This Act takes effect upon
5becoming law.
