Amends the Firearm Owners Identification Card Act. Provides that notwithstanding any other provision of law, the names and information of applicants or holders of a Firearm Owner's Identification ("FOID") Card are considered private and shall not be disclosed. Provides that no State or local law enforcement agency shall provide lists of information pertaining to FOID Card holders or applicants. Provides that a law enforcement agency may disclose whether an individual has or has not been issued, applied for, or denied a FOID Card in connection with a criminal investigation. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Firearm Owners Identification Card Act is |
| 5 | | amended by changing Section 7 as follows:
|
| 6 | | (430 ILCS 65/7) (from Ch. 38, par. 83-7)

| 7 | | Sec. 7. (a) Except as provided in Section 8 of this Act, a |
| 8 | | Firearm Owner's
Identification Card issued under the |
| 9 | | provisions of this Act shall be valid
for the person to whom it |
| 10 | | is issued for a period of 10 years from the date
of issuance. |
| 11 | | (b) Notwithstanding any other provision of law, including |
| 12 | | the Freedom of Information Act, it is the public policy of this |
| 13 | | State that the names and information of people who have applied |
| 14 | | for, or received a Firearms Owner's Identification Card under |
| 15 | | this Act are considered private and shall not be disclosed. No |
| 16 | | State or local law enforcement agency shall provide a list of |
| 17 | | names of any or all holders or applicants in the State of |
| 18 | | Illinois of Firearms Owner's Identification Card except that |
| 19 | | the Department of State Police may provide confirmation that an |
| 20 | | individual has or has not been issued, applied for, or denied a |
| 21 | | Firearms Owner's Identification Card in connection with a |
| 22 | | criminal investigation. |
