Synopsis As Introduced
Amends the Prevailing Wage Act. Requires contractors to include in recordkeeping the gross and net wage, hourly overtime rate, fringe benefit rates, and the sponsor and administrator of fringe benefit plans. Provides for filing of the records with the Department of Labor. Authorizes that Department to require electronic filing. Requires that Department to create and provide a form for the filing of certified payrolls. Allows any interested party to bring an action under the Act. Defines terms.

Senate Floor Amendment No. 2
Deletes the definitions of "contractor" and "subcontractor".

 Fiscal Note (Dept. of Labor)
 The Department of Labor is unable to provide a reasonable estimate of the cost of SB 3695. While the bill provides for electronic submission of certified transcripts of payroll under the Prevailing Wage Act, the Department anticipates the capability to accept these forms electronically will be part of an overall information technology update for the agency and, therefore, the fiscal impact is expected to be minimal.

Deletes reference to:
820 ILCS 130/11

Requires contractors to record and report the name and address of each fringe benefit fund. Removes certain reporting and record-keeping requirements for contractors subject to the federal Labor Management Relations Act. Removes provision authorizing certain actions to be brought by any interested party rather than certain workers or contractors.
