Synopsis As Introduced
Amends the Illinois Vehicle Code. Creates the Randall Road bus on shoulder pilot program. Provides that commencing on the effective date of this Act, the Department, in cooperation with the Regional Transportation Authority, the Suburban Bus Division of the Regional Transportation Authority, and the Illinois State Police, shall establish a 5-year pilot program on the Randall Road corridor in Kane County for the use of transit busses on highways and shoulders. Provides that the Department may adopt rules as necessary to implement the pilot program, and that the Department shall present to the General Assembly a report on the effectiveness of the program 2 years into the 5-year pilot program. Effective immediately.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that the bus on shoulders pilot program may be implemented on the shoulders of highways as designated by the Department of Transportation in cooperation with any affected local highway authorities, in addition to cooperation with the Regional Transportation Authority and Suburban Bus Division of the Regional Transportation Authority. Provides that one year after the effective date of the amendatory Act, the Department along with the Regional Transportation Authority and Suburban Bus Division of the Regional Transportation Authority in cooperation with the Kane County Division of Transportation shall establish a 5-year pilot program on the Randall Road corridor in Kane County for transit buses. Provides that the Department may adopt rules for approving, establishing, operating, evaluating, and reporting on the pilot program for transit buses to use roadway shoulders. Provides that the agencies responsible for the pilot program shall present to the General Assembly a report on the effectiveness of the program 2 years into the 5-year pilot program. Provides that the pilot program is subject to appropriation and approval by the Department, the Regional Transportation Authority, the Suburban Bus Division of the Regional Transportation Authority, and the Kane County Division of Transportation. Effective immediately.
