Illinois General Assembly - Bill Status for SB 3336

Amends the Illinois Vehicle Code. Defines "in-line speed skates". Provides that traffic laws apply to persons using in-line speed skates and that persons using in-line speed skates shall be granted all of the rights and subjected to all of the duties applicable to drivers of vehicles under the Code, with certain exceptions. Provides that in-line speed skaters may not attach themselves to any vehicle upon a roadway. Contains provisions concerning the position of in-line skaters on highways, left-turn protocol, turn and stop signals, and racing.

Replaces everything after the enacting clause with the provisions of the original bill, with the following changes: provides that a person using in-line speed skates on a highway shall have installed on his or her person a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type approved by the Department of Transportation which is visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle; provides that a lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector; replaces the changes to the Section concerning left turns with language providing that an in-line speed skater intending to turn left must comply with the rules applicable to pedestrians at crosswalks; and provides that a person may not ride a bicycle or use in-line speed skates on a roadway, sidewalk, or bicycle path while using an electronic communication device to compose, send, or read an electronic message, unless one of 4 exceptions apply.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that the definition of "pedestrian" includes a person wearing in-line speed skates. Defines "in-line speed skates". Provides that in municipalities with a population of under 2,000,000 inhabitants, upon highways where the maximum posted speed limit is 45 miles per hour or less, and during the period from sunrise to sunset, a pedestrian who is 18 years of age or older and wearing in-line speed skates may travel upon the roadway as near as practicable to an outside edge of the roadway. Provides that pedestrians wearing in-line speed skates upon a roadway may not impede or obstruct other vehicular traffic. Provides that pedestrians wearing in-line speed skates shall be subject to all other rights and duties under the Article concerning pedestrians. Provides that nothing in the Code shall be construed to prevent a pedestrian wearing in-line speed skates from using a lane designated for bicycles.
