Synopsis As Introduced
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning notices or regulations requiring records, statements, and special reports.

Replaces everything after the enacting clause. Amends the Property Tax Code. Provides that valuation rules for military PPV leases apply to property that is leased for the purpose of the design, finance, construction, renovation, management, operation, and maintenance of rental housing units and associated improvements at military (instead of naval) training facilities, military bases, and related military (instead of naval) support facilities in the State. Provides that the changes apply beginning on January 1, 2006. Provides that, for the taxable years 2006 and thereafter (now, 2006, 2007, 2008, and 2009), the chief county assessment officer in the county in which property subject to a PPV Lease is located shall apply certain provisions concerning the net operating income and the fair cash value of a PPV Lease in assessing and determining the value of any PPV Lease for purposes of the property tax laws of this State. Effective immediately.
