Amends the Employee Washroom Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Prevailing Wage Act. Defines "responsible bidder" as individuals or firms meeting specified requirements of the Illinois Procurement Code. Provides that a public body shall require each contractor and subcontractor to be a responsible bidder. Requires bids to include the total number of straight-time hours, identified as either "journeyperson" or "apprentice", for each craft or type of worker or mechanic needed to execute the contract.

House Committee Amendment No. 1
Requires a public body that awards contracts for public works to require that each bidder, rather than contractor or subcontractor, be a responsible bidder and requires disclosure of information by bidders rather than contractors and subcontractors. Makes other changes.

House Floor Amendment No. 3
Removes a provision providing that the public body awarding any contract for public work or otherwise undertaking any public works shall require that each bidder include in each bid an estimated total number of straight-time work hours, identified as either "Journeyperson" or "Apprentice", for each craft or type of worker or mechanic needed to execute the contract and separately identify an estimate of those work hours to be performed by minorities and females, as defined in the Business Enterprise for Minorities, Females, and Persons with Disabilities Act, and instead inserts a provision providing that the public body awarding any contract for public work or otherwise undertaking any public works shall require that each bidder include in each bid an estimated total number of straight-time work hours to be performed by minorities and females, as defined in the Business Enterprise for Minorities, Females, and Persons with Disabilities Act, for each craft or type of worker or mechanic needed to execute the contract.
