Modifies the definition of "automated traffic control system" and defines "high-fatality zone" as an area in which the Department of Transportation or the Illinois State Toll Highway Authority has determined that the number of fatal accidents which have occurred in the area is such that an automated speed enforcement system is warranted. Provides that signs shall be posted providing 30 days' notice of a new system before citations may be issued.
