Provides that a special service levy that includes an increase greater than the lesser of 5% of the extension of taxes for the preceding levy year for the special service area or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year may be extended only if notice is given and a public hearing is held.  Judicial Note, House Committee Amendment No. 1 (Admin Office of the Illinois Courts)
This bill would neither increase nor decrease the number of judges needed in the State.

Housing Affordability Impact Note, House Committee Amendment No. 1 (Housing Development Authority)
This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

House Floor Amendment No. 6
Deletes reference to:
35 ILCS 200/27-25
35 ILCS 200/27-30
Adds reference to:
35 ILCS 200/18-185
35 ILCS 200/18-205

Replaces everything after the enacting clause. Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, if the total equalized assessed value of all taxable property in the taxing district for the current levy year (excluding new property, recovered tax increment value, and property that is annexed to or disconnected from the taxing district in the current levy year) is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or (b) the rate of increase approved by voters). Effective immediately.

Home Rule Note, House Floor Amendment No. 6 (Dept. of Commerce & Economic Opportunity)
SB 2073 (H-AM 6) does not pre-empt home rule authority.

State Mandates Fiscal Note, House Floor Amendment No. 6 (Dept. of Commerce & Economic Opportunity)
SB 2073 (H-AM 6) does not create a State mandate.

Land Conveyance Appraisal Note, House Floor Amendment No. 6 (Dept. of Transportation)
No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

State Debt Impact Note (Government Forecasting & Accountability)
SB 2073 (H-AM 6) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

Pension Note (Government Forecasting & Accountability)
SB 2073 (H-AM 6) will not have a fiscal impact upon the State-funded retirement systems.

Balanced Budget Note (Office of Management and Budget)
This Bill does not have any fiscal impact on State revenues. This legislation may result in lost revenues for local governments impacted by the Bill.

Housing Affordability Impact Note (Housing Development Authority)
This legislation may potentially decrease the property tax extension limitation in areas of declining property value. However, there is insufficient information to determine a dollar amount due to the variety of taxing districts, and rates, that currently exist.

Judicial Note (Admin Office of the Illinois Courts)
This bill would neither increase nor decrease the number of judges needed in the State.

 Correctional Note (Dept of Corrections)
There are no penalty enhancements associated with SB 2073 (H-AM 6). The bill would have no fiscal or population impact on the Department.
