Synopsis As Introduced
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning on July 1, 2011, the Department of Healthcare and Family Services shall develop incentive programs for dentists who perform dental services on children covered under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medicaid program. Requires the incentive programs to include a pilot program in a rural and urban designated shortage area that increases rates up to 64% of the reimbursement level that the dentists charge for those services covered. Provides that the Department shall increase the rate level of dental specialty services that are provided to eligible children to equal 64% of the dentist's usual and customary charges. Requires the Department to develop and implement an incentive program that rewards dentists who are enrolled as a "dental home". Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause and reinserts similar provisions with the following change: Subjects implementation of the various dental programs to appropriations. Effective immediately.

Senate Committee Amendment No. 2
Replaces everything after the enacting clause. Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services, in cooperation with the dental community and other affected organizations such as Head Start, shall work to develop and promote the concept of a dental home for children covered under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medicaid program. Provides that included in this dental home outreach should be an effort to ensure an ongoing relationship between the patient and the dentist with an effort to provide comprehensive, coordinated, oral health care so that all children covered under the various programs have access to preventative and restorative oral health care. Effective immediately.
