Synopsis As Introduced
Amends the Environmental Protection Act. Provides that NPDES permit applications are deemed approved if not approved or denied by the Environmental Protection Agency within 120 days after being filed with the Agency.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Environmental Protection Act. Requires the Environmental Protection Agency, within 2 years after the effective date of the amendatory Act, to make all permit applications on-line, editable, and savable files. Effective immediately.
