Synopsis As Introduced
Amends the Animal Welfare Act. Provides that a pet shop shall charge a $15 fee for each dog and cat sold.

30 ILCS 105/5.786 new

Replaces everything after the enacting clause. Amends the State Comptroller Act. Creates the Helping Hand Pet Owners Care Fund. Provides that the purpose of the Helping Hand Pet Owners Care Fund is to refund veterinarians up to 50% of the cost of spay or neuter procedures, up to $50, on dogs and cats brought in by low-income residents. Amends the Animal Welfare Act. Provides that a pet shop shall collect $15 for each dog or cat sold. Makes corresponding changes in the State Finance Act.
