Replaces everything after the enacting clause. Creates the Beardstown Regional Flood Prevention District Act. Provides that the Cass County Board may, by ordinance, create a flood prevention district to perform emergency levee repair, flood prevention, and stormwater control. Provides that the affairs of the district shall be managed by a board of commissioners consisting of 7 members. Sets forth the powers of the district, including the power for the district to issue revenue bonds and the power to impose property taxes. Amends the Illinois Governmental Ethics Act. Adds that members of the board of commissioners of the Beardstown Regional Flood Prevention District are required to file a statement of economic interests. Amends the Public Officer Prohibited Activities Act. Provides that a an alderman is not prohibited from being selected or from serving as a commissioner of the Beardstown Regional Flood Prevention District board. Effective immediately.
