Synopsis As Introduced
Amends the Illinois Power Agency Act. Provides that beginning April 1, 2012, and each year thereafter, the Illinois Power Agency shall prepare a report for the General Assembly and Illinois Commerce Commission that shall include, but not be limited to, renewable portfolio standards. Provides that a required annual report shall include the quantity, price, and rate impact of all renewable resources purchased pursuant to long-term contracts under the electricity procurement plans for electric utilities. Amends the Public Utilities Act. Provides that beginning April 1, 2012 and by April 1 of each year thereafter, the Illinois Power Agency shall submit an annual report to the General Assembly, the Commission, and alternative retail electric suppliers that shall include specified information. Effective immediately.

Senate Committee Amendment No. 1
Provides that the public report that the Illinois Power Agency must prepare for the General Assembly and the Illinois Commerce Commission shall include a comparison of the costs associated with the Agency's procurement of renewable energy resources to (1) the Agency's costs associated with electricity generated by other types of generation facilities and (2) the benefits associated with the Agency's procurement of renewable energy resources.

Replaces everything after the enacting clause. Amends the Urban Weatherization Initiative Act. Adds 8 non-voting ex officio members to the Weatherization Initiative Board, with each legislative leader appointing an additional 2 members from his or her caucus. Effective immediately.

House Floor Amendment No. 2

Replaces everything after the enacting clause. Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires the Governor to submit a State budget not later than the fourth Wednesday in February in 2012 (February 22, 2012) and the third Wednesday in February of each year thereafter. Also makes a revisory change. Effective immediately.
