Synopsis As Introduced
Amends the Environmental Protection Act. Requires the Environmental Protection Agency, within 2 years after the effective date of the amendatory Act, to make all permit applications on-line, editable, and savable files. Effective immediately.

Senate Floor Amendment No. 1

	Deletes reference to:

	Adds reference to:
	New Act

Replaces everything after the enacting clause. Creates the Carbon Capture and Sequestration Legislation Commission Act. Specifies that the Carbon Capture and Sequestration Legislation Commission shall consist of 10 members that are appointed in a specified manner. Provides that the Commission shall file a report that meets specified requirements no later than December 31, 2012 with the General Assembly . Abolishes the Commission after the report is filed. Provides that the Act is repealed on January 1, 2013. Effective immediately.

Senate Floor Amendment No. 2
Adds a member representing agricultural land owners to the Commission. Requires the report of the Commission to address coordination with (i) federal and state laws and regulations and (ii) the Illinois Department of Natural Resources, the Illinois Environmental Protection Agency, the United States Environmental Protection Agency, and other applicable regulatory agencies and commissions. Also makes a technical correction.

Replaces everything after the enacting clause. Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
