Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall contract with a private entity to develop a system for generating and administering corporate-sponsored license plates. Provides that the corporate-sponsored license plates shall display the name, likeness, or logo of Illinois companies, and the corporate-sponsored license plate may not display the name, likeness, or logo of more than one company. Provides that the private entity and the company displaying its name, likeness, or logo shall submit a design for the plate to the Secretary of State, who shall have the authority to approve or reject any design. Provides that an applicant for the special plate shall be charged a $25 fee for original issuance and renewal in addition to the appropriate registration fee. Provides that for each original issuance and renewal, the private entity shall be charged $75, and the private entity may collect this fee from the company displaying its name, likeness, or logo on the plate. Provides that the Secretary of State is not required to issue corporate-sponsored license plates until a sufficient number of applications have been received to cover the total costs of issuance.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause with provisions similar to the original bill, but with the following changes: (1) provides that the Secretary of State shall develop a system for generating and administering corporate-sponsored license plates and may contract with any business entity, advertising firm, or for-profit business that provides the Secretary the required legal documentation to use corporate logos on Illinois license plates (instead of providing that the Secretary shall contract with a private entity to develop a system for generating and administering corporate-sponsored license plates); (2) adds language requiring that any contract for corporate-sponsored plates must result in result in a discount to the applicant for registration plates and generate revenue for the State; (3) provides that corporate-sponsored plates shall be affixed only to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds and shall expire according to the multi-year procedure established by the Code; (4) provides that the plates may be issued as vanity or personalized plates, but must be approved by the corporate sponsor and the Secretary before issuance; (5) removes set fees for corporate sponsored plates and instead specifies that fees shall be charged in accordance with any agreement entered into under the corporate-sponsored license plate program; and (6) provides that the Secretary shall adopt rules to implement the corporate license plate program.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that the Secretary of State shall complete a feasibility study for the implementation of a program for corporate sponsored license plates. Provides that the study shall include, but not be limited to, findings on how to maximize profits to the State, how to provide for a discounted registration fee for Illinois residents who display a corporate-sponsored license plate; public interest in such a program; and the cost to the State for implementation of such a program. Provides that the Secretary shall report the findings of the study to the General Assembly no later than January 1, 2012. Effective immediately.
