Amends the Toll Highway Act. Makes a technical change in a Section concerning powers of the Toll Highway Authority.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. In an Article concerning the licensing of motor carriers of property, removes provision stating that no shipper representative shall be permitted to testify in support of an application for a motor common carrier certificate or a motor contract carrier permit on the issue of need for service unless certain requirements are met. Removes requirement for a motor contract carrier permit that supporting shippers need the proposed service. Removes requirement that the Illinois Commerce Commission consider the characteristics of the supporting shipper or shippers transportation needs and whether the proposed service would meet those needs. Effective immediately.

Replaces everything after the enacting clause. Reinserts the contents of the engrossed bill and further amends the Illinois Vehicle Code as follows: Defines "airport concession charge" as a charge or fee imposed and collected from a renter to reimburse the motor vehicle rental company for the concession fee it is required to pay to a local government corporate authority or airport authority to rent motor vehicles at the airport facility, in addition to any customer facility charge or any other charge. Adds airport concession charge to the list of fees and charges which may be required of a renter but excluded from an advertized car rental rate quote. Expands the definition of "business renter" to include any person renting a motor vehicle for business purposes. Replaces the terms "automobile" and "passenger vehicle" with "motor vehicle". Modifies other definitions. Effective immediately.
