Amends the Children's Privacy Protection and Parental Empowerment Act. Makes a technical change in a Section concerning information brokers.

Replaces everything after the enacting clause. Amends the Early Intervention Services System Act. Changes the composition of the Illinois Interagency Council on Early Intervention by (i) providing that the Council shall be composed of at least 20 but not more than 30 members (rather than at least 15 but not more than 25 members) (ii) removing the Directors of the following agencies: the Illinois State Board of Education; the Department of Children and Family Services; the University of Illinois Division of Specialized Care for Children; the Department of Public Health; and the Illinois Planning Council on Developmental Disabilities; and (iii) adding 2 members from advocacy organizations with expertise in improving health, development, and educational outcomes for infants and toddlers with disabilities; one member that is a Child and Family Connections manager from a rural district; one member that is a Child and Family Connections manager from a urban district; one member that is the co-chair of the Illinois Early Learning Council (or his or her designee); and members representing various State agencies. Provides that children receiving services under this Act shall receive a smooth and effective transition by their third birthday consistent with federal regulations adopted pursuant to specified provisions of the United States Code. Makes other changes. Effective immediately.
