Synopsis As Introduced
Amends the Public Utilities Act. Makes a technical change in a Section concerning service obligations.

Replaces everything after the enacting clause. Amends the Illinois Insurance Code in the provision concerning autism spectrum disorders. Provides that if an individual has been diagnosed as having an autism spectrum disorder, meeting the diagnostic criteria in place at the time of diagnosis, and treatment is determined medically necessary, then that individual shall remain eligible for coverage under the provision concerning autism spectrum disorders even if subsequent changes to diagnostic criteria are adopted. Provides that scientific investigations have determined that co-existing pathophysiological conditions can occur with autism, including seizure disorders, immune dysregulation, allergies, gastrointestinal disturbances, neuroinflammation, mitochondrial dysfunction, and metabolic disturbances and that accurate assessment, testing, diagnosis, and treatment of underlying and co-existing medical conditions should be considered for persons with autism spectrum disorders and may incorporate findings developed from emerging biological science and clinical research. Changes the definition of "autism spectrum disorders".

Senate Floor Amendment No. 3
Replaces everything after the enacting clause with the bill as amended by Senate Amendment No. 1 with the following changes. Provides that if no changes to the diagnostic criteria are adopted after April 1, 2012, and before December 31, 2014, then, if no changes to the diagnostic criteria are adopted, certain provisions concerning eligibility for coverage shall be of no further force and effect. Deletes a provision concerning co-existing conditions. Returns to current law the definition of "autism spectrum disorders".

Senate Floor Amendment No. 4
Adds reference to:
215 ILCS 5/356z.16

Provides that if an individual has been diagnosed as having an autism spectrum disorder, meeting the diagnostic criteria in place at the time of diagnosis, and treatment is determined medically necessary, then that individual shall remain eligible for coverage under the provision concerning autism spectrum disorders even if subsequent changes to the diagnostic criteria are adopted by the American Psychiatric Association (instead of just if subsequent changes to the diagnostic criteria are adopted). Further amends the Illinois Insurance Code to include in the list of provisions that do not apply to short-term travel, disability income, long-term care, accident only, or limited or specified disease policies the provision concerning autism spectrum disorder.
