Replaces everything after the enacting clause. Amends the Illinois Funeral or Burial Funds Act. Provides that each pre-need contract entered into shall be registered on an online database maintained by the State Comptroller. Provides that Information to be included in the database shall include, but not be limited to, the name of licensee, purchaser, date of contract, amount of contract, and disposition of the funds and must be registered into the State Comptroller's online database within 45 days after the date of the pre-need contract. Provides that a trust established under the Act must be maintained with a corporate fiduciary as defined the Corporate Fiduciary Act or with a foreign corporate fiduciary recognized by the Corporate Fiduciary Act. Provides an aggregated financial penalty if a licensee fails to submit an annual report to the Comptroller. Provides that every license issued under the Act shall be renewed every 5 years for a renewal fee of $100. Makes corresponding changes in the Cemetery Oversight Act and the Illinois Pre-Need Cemetery Sales Act. Effective immediately.

 SB 675 does not propose to expend any State funds or to increase or decrease the revenues of the State, either directly or indirectly, or to require the expenditure of funds by, or to increase or decrease the revenues of, units of local government, school districts or community college districts, or to revise the distribution of State funds among units of local government, school districts or community college districts.
