Effective immediately.

Replaces everything after the enacting clause. Reinserts the engrossed bill with changes. Amends the Cemetery Oversight Act. Provides that if a cemetery authority does not qualify for a full exemption and (1) engages in 25 or fewer interments, inurnments, or entombments of human remains for each of the preceding 2 calendar years, (2) operates as a public cemetery, or (3) operates as a religious cemetery, then the cemetery authority is partially exempt from the Act but shall be required to comply with certain Sections. Expands powers of the Department of Financial and Professional Regulation (Department). Provides that no person shall, without a valid license or exemption from licensure from the Department, render or offer to render services constituting the practice of cemetery operation. Creates a Code of Professional Conduct and Ethics (instead of the Department adopting a Code of Professional Conduct and Ethics by rule). Creates a provision that the cemetery manager and customer service employee must conspicuously display the certification, and the license after it is received, at the cemetery authority's place of business. Establishes fees for original licensure and exemption and renewal fees. Provides that in determining whether a cemetery authority provides reasonable maintenance of the cemetery property, the Department shall consider (1) the cemetery authority's contractual obligations for care and maintenance; (2) the size of the cemetery; (3) the extent and use of the cemetery authority's financial resources; (4) the standard of maintenance of one or more similarly situated cemeteries. Creates a provision concerning grants to coroners and medical examiners; the burial or interment of an unknown individual or unknown body part; burial of multiple persons; local law enforcement, citations; and Comptroller reports. Makes changes to provisions concerning definitions; licenses, persons licensed under the Cemetery Care Act or Cemetery Association Act; application for original license or exemption; qualifications for licensure; examination, failure or refusal to take the examination; transfer a sale, preservation of license, liability for shortage; dissolution; grounds for disciplinary action; receivership; violations; Cemetery Oversight Board; burial permits; and transition. Repeals provisions concerning continuing education; vehicle traffic control; and contact information in a contract. Repeals Articles concerning trust funds and cemetery associations. Reinstates the Cemetery Care Act and the Cemetery Association Act. Amends the Crematory Regulation Act. Replaces all references to "Department" with "Comptroller". Makes changes in provisions concerning definitions; powers and duties of the Department; establishment of crematory and licensing of crematory authority; grounds for refusal of license or suspension or revocation of license; license revocation or suspension, surrender of license; license, display;, transfer, duration; display of cremation device permit; authorization to cremate; performance of cremation service, training; recordkeeping; disposition of cremated remains; penalties; failure to file annual report; investigation of unlawful practices; service of notice; investigation of actions, hearing; court order; judicial review; pre need cremation arrangements; home rule; subpoenas, depositions, oaths; findings and recommendations; rehearing; order or certified copy, prima facie proof; civil action and civil penalties; consent order; summary suspension of a license; and information required on forms. Makes corresponding changes in the Human Skeletal Remains Protection Act, the Missing Persons Identification Act, the Counties Code, the Vital Records Act, and the Cemetery Protection Act. Effective immediately.

House Floor Amendment No. 2
Makes technical corrections in provisions concerning definitions and exemptions. Reinstates a provision in the Cemetery Oversight Act concerning vehicle traffic control.

 This legislation will not impact any public pension fund in Illinois.

  SB 669 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Housing Affordability Impact Note (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 This bill would neither increase nor decrease the number of judges needed in the State.

 Balanced Budget Note (Office of Management and Budget)
 SB 669 (H-AM 1) will have a minimal fiscal impact to the State. The Department of Professional and Financial Regulation and the Office of the Comptroller will have additional operational expenses in administering the provisions in this amendment.

 Judicial Note (Admin Office of the Illinois Courts)
 This bill would neither increase nor decrease the number of judges needed in the State.
