Replaces everything after the enacting clause. Amends the General Obligation Bond Act. Increases the total amount of General Obligation Bonds the State of Illinois is authorized to issue, sell, and provide for the retirement of by $1,482,000,000. Provides that the additional amount of Bonds authorized by this amendatory Act shall be used as State General Obligation Restructuring Bonds for purposes of paying vouchers to non-governmental vendors incurred by the State prior to June 30, 2011. Provides that the proceeds of State General Obligation Restructuring Bonds shall be deposited into the General Revenue Fund. Sets out the conditions for issuance and sale of State General Obligation Restructuring Bonds. Effective immediately.
