Amends the Voluntary Payroll Deductions Act of 1983. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that, in the case of a Taxpayer who applies for an Agreement on or after the effective date of the amendatory Act and prior to December 31, 2012, and who makes a capital investment of at least $1,000,000,000 in Illinois in connection with the project that is the subject of the Agreement, the Credit may exceed the Incremental Income Tax but shall not exceed 1% of the capital investment attributable to the project that is the subject of the Agreement. Effective immediately.
