Amends the State Officials and Employees Ethics Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the State Comptroller Act. Provides that if a person is entitled to a warrant or payment from the State treasury and if the clerk of a circuit court holds a then due and payable account or claim against that person, then the State Comptroller may deduct, on behalf of the clerk of the circuit court, the owed amount from the warrant or payment. Authorizes the Comptroller to collect a processing charge for those deductions. Requires all deducted amounts and processing charges to be deposited into the Comptroller Debt Recovery Trust Fund. Provides for the payment from the Fund of the deducted amounts to the clerk of the circuit court (i) if the deduction is not protested or (ii) when a final disposition concerning the deduction is made. Authorizes the Comptroller to enter into intergovernmental agreements with the clerk of a circuit court regarding the use of the Comptroller's offset system. Amends the Unified Code of Corrections. Changes the amount of the fee that may be charged against an offender for any amount of a fine, a fee, costs, restitution, judgment of bond forfeiture, or an installment of those amounts, that remains unpaid after the time fixed for payment by the court. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Deletes a provision that amended the Unified Code of Corrections to change the amount of the fee that may be charged against an offender for unpaid fines, fees, costs, restitution, judgments of bond forfeiture, and installments of those amounts. Effective immediately.
