New Act

Synopsis As Introduced
Create the First Response Broadcasters Act. Defines "broadcaster" and "first response broadcaster". Provides that broadcasters shall, in cooperation with the Illinois Emergency Management Agency and the Illinois Broadcasters Association or its successor organization, develop comprehensive, coordinated plans for preparing for and responding appropriately to an emergency or disaster. Sets forth procedures for training and certification of broadcasters and priorities for distribution and confiscation of equipment, supplies, and facilities. Effective immediately.

House Committee Amendment No. 2
Replaces everything after the enacting clause. Creates the First Informer Broadcasters Act. Defines "broadcaster" and "first informer broadcaster". Provides that broadcasters shall, in cooperation with the Illinois Emergency Management Agency and the Illinois Broadcasters Association or its successor organization, develop comprehensive, coordinated plans for preparing for and responding appropriately to an emergency or disaster. Authorizes any Statewide organization, or any member of a Statewide organization, that represents broadcasters, cable television communications, or any other provider that uses emerging technologies to establish a program for the training and certification of broadcast engineers and technical personnel as first informer broadcasters. Sets forth procedures for the training and certification. Effective immediately.

House Floor Amendment No. 3

Provides that broadcasters may (now, shall), in cooperation with the Illinois Emergency Management Agency and the Illinois Broadcasters Association or its successor organization, develop comprehensive, coordinated plans for preparing for and responding appropriately to an emergency or disaster. Authorizes any Statewide organization, or any member of a Statewide organization, that represents broadcasters, cable television communications, or any other provider that uses emerging technologies to establish a program for the training and certification of broadcast engineers and technical personnel as first informer broadcasters.
