Synopsis As Introduced
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall create a web-based application using data from the Quarterly Census of Employment and Wages (QCEW) program of the Bureau of Labor Statistics and that the Department shall make the application available to the public on its website. Provides that the application shall enable a user to enter specified data and shall generate a spreadsheet setting forth, for each North American Industry Classification System (NAICS) business classification code having the number of digits specified by the user, specified employee or employer information from the QCEW program. Provides that information may not be disclosed if disclosure would violate State or federal privacy or confidentiality laws, regulations, or restrictions and the spreadsheet shall include notations where that information is not disclosed. Provides that the application shall make the spreadsheet available for viewing online and downloading by the user and the Department's website shall contain instructions for the use of the application.

Replaces everything after the enacting clause. Creates the Economic Data Task Force consisting of one member appointed by each of the 4 legislative leaders, one member appointed by the Governor, the Director of the Department of Employment Security, and 5 members appointed by that Director. Provides that the Department of Employment Security shall provide staff and administrative support to the Task Force. Requires the Task Force to assess the potential uses and users of State data generated by the Department of Employment Security and the application of the data for economic development and other public uses. Provides for the Task Force to report its findings and recommendations to the Governor and General Assembly no later than June 30, 2013. Provides that the Task Force shall be dissolved upon submission of the report.
